Jammers of any sort are highly illegal in the eyes of the FCC and come with very hefty fines just fyi....Psychological attacks via sound and the playing of music this individual wouldnt like aka barney song or something thats annoying are legal to a point. Sound machines seem to help quite a bit when i lived in one or even leaving a tv on as background noise helps

Find a used small KV Xray machine from an industrial used equip supplier, get a 110 V unit, put it against the twerp's wall and turn it on full throttle the hours he plays. After a few doses he will start to slowly die of unexplained radiation positioning, no one will have a clue.
