What in the heck is this thing/tool?

So for scale, I placed a 30 rd AR mag next to it.

Head cheese puller for pigs.
After you boil the head you scrape out the brains with this bad boy.
Then mama makes something out of it that The injuns will break down your door at 3am to get their hands on along with your sugar and salt.

Possible a farrier tool for scraping hooves?
Or a medical skin retractor tool?

(First job) I used to hold the pig's head while Mr. Bryant cut the cap off to get the brains. Gypsies would line up on Saturday morning and they'd buy every scrap available at J.Mack Brynt's Superette on 247 South of Macon.
 
I'm sure it could serve as a back scratcher for Big Stace, or a rhinocerous, same-same, but what is it really?

Must have picked it up at an estate sale in Calif. about 21 years ago. It's got chrome plating, is about 6" long to the teeth and the handle is attached by peening the tang, like a blacksmith would do. Is this a farrier's tool?

That is a 19th century German Voomglotenn. You don't see these too often.
