I think there's a lesson to be learned.
I wouldn't take my Hummer H3 to a Mercedes specialist, and one probably shouldn't take a brand new semi-automatic handgun to what sounds like a revolver/cowboy action specialist. Now, of course, the guy should have told you he couldn't do the work right or outsourced it to another smith, but everyone needs to do their due diligence. Always receive quotes and receipts in person before having work performed and stipulate in the contract that you should be contacted if something else needs to be done aka a price increase.
When SIG finishes the repairs, I'd personally file a small claims case and try to recoup my money since he is responsible for the damage. Would be even better if you can get SIG to supply you with a written letter stating that.

You'll spend more than $375 in legal fees if you take him to court. Chalk it up to "sometimes you're the hammer..." and move on.
