Any plumbers that can solve a mystery?

the basement has it's own tankless hot water heater. Hot or cold makes no difference, but it is sporadic. The toilet flush causes it to happen all the time. I probably don't change the filters often enough, usually when I notice the water pressure is low.
 
I almost hate to jump in with my own two cents worth of a guess...

can you pour a bucket of water into the sink or toilet to isolate whether it's a drain issue or incoming water issue?

I'm leaning towards the prv also right now. Before you change it get a screwdriver and change it setting just a little bit.

Also we try banging on the right side of the toilet tank with a claw hammer.
