Does your toilet have a Fluidmaster brand fill valve? They will make a sound similar to that when the valve is going bad. Takes about 15 minutes to change it out with a new one.

Thing is, the sound continues even after the toilet has finished flushing, and can be initiated sometimes by running water in the sink

I just ordered a pressure gage, I will try it with the water filter in line, and with the water filter bypassed

I’m pretty sure your PRV is bad and need to be replaced.

Does it happen when the hot is used or the cold? At the lav faucet?
