From a Constitutional standpoint, this and all the NFA crap sux. From an aesthetics standpoint, I really don't care because I will never sell it. It is a hassle to go get it engraved, however.
It's always technically been required. The "do" or "don't" confusion is a result of the ATF's bad habit of approving form 1s with nothing input into box 4h. Lots of forms have been approved with a blank field where the engraving is supposed to be disclosed. People took that as a tacit approval for not engraving. The fact that it will not print on E forms just further muddies the water. But if you ask the ATF, they will tell you it's required.
Yes. The form should be attached as well.
So here is what I emailed the "Ask the expert"

So you can read into that however makes you happy...You will also need the mark the firearm with the maker’s name, city and state

I did the ask the expert and he had one to me that dayI emailed Clutter and have heard nothing.
