You have to engrave...YOU are the manufacturer...you filled out a form to manufacture a SBR....yes it WAS a rifle or pistol made by so and so....but you are the manufacturer of what is now a SBR.

No, he is not the manufacturer, he is the maker. Colt is the manufacturer. He still has to engrave (which he already did.)
