- Fully automatic is the ability to fire multiple bullets with one single movement of the trigger (this would allow binary as well)
- Aside from the prohibition of fully automatic firearms no further restrictions shall exist
- Card holders in good standing for two or more renewal periods (meaning 10 or more years) shall have the ability to purchase, possess and use "fully automatic" firearms with no further background checks or delays
