Most shops can cut them for you but will want you to buy their arrows. You can cut them by hand with a file. Only problem I have found with that method is about 1/8 inch difference per arrow by the time i get a few done. You can get a very fast saw and do it as well.

look on ebay for a used Excalibur. you wont regret it because you could make one last forever if you took care of it with minimum upkeep and they are recurve. made in usa
Aint nothing wrong with used ones just check l8mps with a cotton ball. You could get a horton for under 5 easily. Now if you want a recurve, id say excalibur. If you find a used one for sale.... go for it. If you run into a bowtech stryker dont pass that up either lol
