Practically, one is notorized and the other can be a peice of tissue paper with "I sailed u dis" scrawled on it with a date and a couple of squiggles.

One has more weight in court than the other.

It CYA as proof that you sold a weapon to someone else if the law comes asking about it being used in a crime.
