So the wife was in the bedroom watching "19 Kids and Counting" tonight when I overheard that their 20th baby died in the womb at around 16 weeks. What perplexed me is that they buried the babies remains in a 50bmg ammo can.

In some places yes it's determined by how far along the baby was. Usually anything after about 23-25 weeks it's handled differently.
