I'd tell the woman, lady if you don't want to have your dogs killed, either make sure that they know not to charge people or keep them on a leash so that you physically stop them from charging people.

Cops are douches who prey on the weak just like high school bullies and will shoot first ask questions later. Nothing is gonna change that and no one will do what is necessary to change that. So take personal responsibility over your dependents and don't let them run around to do what they want. This was just a bad situation all around.
