Skimming through the ruling it appears that they defer a lot of the requests for modification of existing NFA rules to the Congress, citing that the ATF does not have the authority to make such changes to NFA regulation. (Yet they are making these changes?!)

On the bright side (whoopee), they indicate that the new regulations will not be retroactive to existing trusts. Only those going forward from the effective date.

What are you saying? That only new trust have to go through pics and fingerprinting?

New Form 1s and 4s. Existing form 1s and 4s are not effected. You would not need to retroactively get your wife fingerprinted for NFA items your trust already possesses. Only future purchases after this goes into affect are effected....hence why I said I will just go individual route once this goes into effect.
