I usually will use a turning plow in mid to late August and harrow well in September just prior to planting. I don't know but I was always told to bush hog, then turn, then harrow but be sure to give sufficient time after you turn to let the roots from the grass and weeds you've turned to dry out and die. Beats the the expense of having to apply a lot of herbicideIf you have clods would re-harrow the entire plot until the clods are gone...
