When I had a hi point carbine 9mm At 19 I never had a problem, but when I had an lcp they told me they don't make a 380 carbine... **** LOL.

Clearly there are places that will sell handgun ammo to a 18-20 year old but is possession illegal. If he gets pulled over and has a box of 9mm in the back seat, will he get in trouble?

Yes.
Under the castle doctrine of Georgia, you are allowed to possess a firearm in your vehicle, home, and depending on employer, your place of business. Loaded or unloaded it doesn't matter, but check any state laws that apply. Federal law sets the minimum, states can go above the requirements.
