This isn't new...we've had foreign military personnel on American soil for a long time. Not sure about permanent bases, but definitely for training purposes.

Foreign troops are stationed all over US soil. The German Air Force shares Holloman airforce base in New Mexico with our airforce and has for years.

Hate to break it to you but we've been training Afghani's on US soil all through this war. Spetznaz are like green beret's, which is probably why they're going to Carson since we have a SFG there and 10th Mtn.
