Nope, too easy to throw away a cell or credit card.

But would you throw away a card that was your only ID also?
Credit cards already have those chips, how hard would it be to put them into a license/ID?
Everything neatly put onto a national database.
We are about there now, if it weren't for all that cash floating around.
But make the cash worthless, and suddenly the card seems like a good thing to people.
