Looks like someone drove out to a secluded spot to dump unwanted material. I made stuff like that with my kids from their science lab kit. I'm pretty sure it was acrylic and water. Either way it is a simple thing to figure out it's chemical make up when you hit it with a FT-IR scanner. Hell they could send me a sample and I'd run it down to the lab at ABC Polymers.

Yep, I agree. When I saw this story, when it first came out, I knew what they were. I bet you that the people that first saw it, and took pictures, are the ones that put them there.
