Almost looks like a German eagle at the top. Since it appears to be brass, and from the shape, I'd guess it's used for tapping something in conjunction with a hammer. Just speculating though.

I think you have an old cartridge someone turned into trench art. Looks like someone made a drinking cup from it. This was big in WWII. Check out more of this stuff on ebay just to get an idea of what I am talking about. Not sure what caliber round that was. The expanded ring doesn't fit the 20 or 30m/m round.
