Not with a side arm, any weapon he had been using would have been turned in at the end of shift. Military does not allow service members to carry off base unless they are on maneuvers or we are actually at war. Might have changed, but that's the way I understand it.

i think military police (who can be any branch of military) carry off base

When I was in the Navy, back in the late 80's to early 90's, I recall seeing Shore Patrol in uniform with sidearms off base, but that was the only people in uniform I ever saw carrying off base.
