It is quite simple. Take it out of the stock and remove two screws that hold barrel clamp and slide barrel out. Here is one of many good videos that will walk you through it:

Yep, a 10/22 receiver is super simple to strip. If the receiver and barrel band weigh less than 13oz which I'm pretty sure they do, you could ship them for like $4 via USPS.
