Well, it'll mean that the operators of Lake City will just fulfil military contracts, and if there are sudden increases in demand for small arms ammunition from the government, they won't be staffed to meet that demand.

On the other hand, it's a huge windfall to companies like PSA who are just getting into ammunition production.

That is in the unlikely event that it actually happened. Winchester/Olin has a contract with the government. If the government decides to break the contract then Winchester could walk away and let them run their own plant. What would be their incentive to stay and just fulfill military orders?
