Wasn't there a thread on here awhile back about this exact thing and it was a no go due to some sort of regulation? Farming or something of the sort?

I hate those kind of regulations. Who is to say whether or not you can't grow your own food on your own land. That aint right. I cant have chickens where I live because of stinking covenants. Pisses me off.

Yeah...but they would be "pets".

Contact me if I can assist you in any way . I have designed and built many water gardens from $2000. - $80000 . I can't help you with the sand though but if is river sand you could always top dress your lawn if you have southern turf.
Do you have a concrete or EPDM as a main liner ?
