LeMat a class 3?

Okay, so, my ideal black-powder gun would be a LeMat revolver. Granted, the ramrod operation is a little fragile, but that's irrelevant to the question here. Now, I know black powder weapons are considerably easier to legally obtain and own, but the LeMat's second barrel has me questioning: does it qualify as a short-barreled shotgun or AOW under the NFA?

Sorry if this belongs in the class 3 forum, but I wasn't sure if it better belonged in this one or not.

since it is not designed to shoot both barrels at the same time, it is just a revolver.
It also does not have a shoulder stock, so it isn't a short-barreled shotgun.
