I don't know man. I had a deal where I sent my money and the member sent the item. Item showed up 2-3 days later and that check took 11 days to get to his home.....USPS is weird sometimes homie

Hey. Call the guy. Talk to him. See if you can come up with a mutually beneficial option. Sometimes talking like an adult can fix things. Don't feedback him until you are sure it's his fault. I mailed a check to a guy for a couple of mags. He never received it. It happens. Sometimes negative feedback is appropriate for jerks, but if he put your item in the mail in good faith, he is no jerk. It's just unfortunate.

The Post Office is the only business that requires payment in advance and then says that they may or may not deliver your mail, and either way, you're not getting your money back.
