How do I fix this?

Turn the steering wheel so the broken portion is facing outwards then using a punch or screwdriver hit it with a hammer. Other than rust, there is nothing holding it in there.
 
Spray liberally with PB blaster to help loosen up any junk holding them on. Use an adjustable crescent wrench to twist the bolts back and forth to see if they will move. Follow the other recommendations given here in regards to turning the wheel to the left and jacking up the bottom of the strut. If the spring is not compressed or already out, you will be fighting the spring pressure. Good Luck!
