Didn't cross my mind but yes he should. Interferance with Gov't Property is a felony. Anyone else would have. Looks like he snuck past a few charges as I see it.

He already had subdued the woman, why did he feel the need to smash her around in a car after she was cuffed? this is obviously excessive force.
