GM Tech II scanner--anyone, anyone........

Anyone near the Dallas, Acworth, Marietta area with one of the TechII scanners that would want to clear a radio lock for a Chevy Silverado? I wanted the USB connection radio for my truck and am buying one but found out the VIN is locked to the original truck. WHY, WHY, WHY do they do this to us. $104 at Hardy and another $54 for a new key fob program--I have the fob already. What a rip off.
Anyway, if someone could help me out, I don't mind paying but $104 for what I've read is about 10-15minutes of work.....

Gm dealers are the only one with those. I have a Mobil guy that charges more than that
