There are two ways to look at someone's ad which states OBO. Most people will offer less if it says this but get mad if the person doesn't reply immediately. The original poster may be getting multiple offers or maybe only the one and is waiting on others. If I list something OBO and get a quick reply for less I may wait to see if more come in because I'm looking for the best offer as stated. I'll at least let the person know though.
