Can someone explain how this kid got away earlier this morning? I mean, really, he ran away on foot, and there are like 20,000 cops in the area, and he has been able to evade the cops for the last 13 or 14 hours? I think they know where he is, but are following at a distance to see where he goes, and who he goes to see. Maybe the cops think more terrorist are involved

He probably circled back through the search teams and hid in the boat. Once they have searched an area, that is the best place to hide. I don't think there is any way in hell they would have just followed him.
