The more you talk about it and the more I think about it just tell him to get his concrete off your property and close this thread. This should not cost you a cent and if you are out any money take it to small claims court!!

Hell, if this was happening to me, I'd rent a concrete saw and do it myself, Just for the pleasure!! AND pile the concrete on HIS driveway
Another vote for having him respect current boundary lines and remove the concrete from your property. I sympathize with wanting to keep the peace, and being willing to show him some kindness to do so. But from what you've shared about him, he seems like a real turd who will try to walk over you whenever possible. Anyhow, I hope it's resolved soon to your satisfaction.
I also agree 100% with increasing the cost of any lease. I don't think $10k is too much at all. And he should only be able to choose between your $10k lease, and removing the concrete/restoring your ppty.
