The covalent bonds that are formed to bring the elements (hydrogen and oxygen) together to form water are stretched due to the violent movement in hot water (its kinetic energy), these connectors are cooled at a faster rate when stretched (as opposed to being cool or cold). The cooling of the covalent bonds is quicker, and through negative convection (not the exact same thing but the term fits) the cooling is transferred to the elements forcing the to cool at a more rapid pace creating ice at a pace quicker than a cooled water source.
