Probably they will tweek subnets and router/hubs protocol software so that all the end devices that proliferate in business and private nets use relative addressing instead of a unique true IPs. Since the biggest block of address demand has been the proliferation of smart phones, doing the above to whole cellular nets would free up huge blocks.
