The 5 dollar bill in question was signed by C. Douglas Dillion who was at Treasury Dept. from 1961 to 1965. It is NOT a silver certificate, so that dates it to 1964 or 65. US went "off" silver in 1964....thanks, LBJ you worthless bastard.

Its worth $5. I got these over the years. Red one is pretty cool but still worth $5 bucks. One like yours is 1950 D , red one is 1963 and last one is 1981.
