Congress has to approve it and there are various reasons why they won't let this happen. Most of them have to do with the administration of international governmental services. There are a lot of govt. agencies based out of PR that do not fall under scrutiny because they are not a STATE.

They already have all the free programs. The just don't pay federal tax. Since they don't report their income to the federal government, they all qualify for government assistance. Years ago, Puerto Rico was an export society. Now they are an import one. You know what their largest import is? Government assistance.
