Photos taken during surveys show that some of the chemical weapons canisters, such as those that carried mustard gas, appear to be leaking materials and are damaged.

the military dumped a lot of things in the ocean after the war. i am not surprised they dumped those canisters as well in the process

so the government can dump bombs and toxic gases into the ocean, but if throw out a candy bar wrapper while fishing at the coast ill get a $400+ fine. makes perfect sense.
