The top book that faces the threat won't do any good for rifle-velocity Bullets.
You might as well just have one book and a ceramic tile!
The whole purpose of the ceramic floor tile is not to "stop" rifle bullets (it won't do that -- see MythBusters TV show)
but what tile can do is make a rifle bullet smash itself flat, which makes it a poor shape to penetrate through stuff. Tile, or layers of metal, can also fragment a bullet.
Pieces of a fragmented bullet are very lightweight and oddly shaped which means they don't penetrate worth a darn.
Bullets need to remain more or less intact and continue moving point-forward to penetrate well.
Now a single piece of floor tile located on top of two books, with the tile being the first thing an incoming bullet strikes, may be good, because the bullet will probably fragment and then you've got two books' worth of paper to catch those fragments.
