Help Me Identify This Item

Once a week I stop by a local business whose entire inventory is from outside storage facility auctions. It is always interesting to browse and I have gotten to know the owner and employees . This particular week they had just put out for sale a nice collection of knives, ammunition, holsters and reloading accessories. The item in my attached picture was placed in that area next to the reloading items. They have no idea what it is and neither do I. Perhaps it is not even related to reloading, but I am going to guess it is. The item is a nice weight metal and does fold together like an accordion. It is approximately 8 inches tall and wide and folds to approximately 2 inches wide. They have two of them, one has its own box. Any ideas ? Thanks.

The item without the box had been sold for the original asking price of $29.99 minus 50%. The one with the box was still available, but had been marked up to $149.99 minus 50%. One of the employees said that late the same day an engineering student at Georgia Tech had come in to browse, saw the remaining item and suggested she might want to re-price it upward. It has since been sold. Thanks.
