Gun safe question

Wasn’t sure where to ask this, but here goes. A friend on mine gave my kid his old field and stream 24 gun safe. I have a question regarding the seal that is on the safe door. It looks like it wasn’t done at the factory. I thought doing something like this would stop the expanding foam seal on the body of the safe from properly sealing the safe in the event of a fire. Was this factory or should I remove it. Thanks for any info.

Is that weather stripping to make the safe "air tight" for humid garage/basement environments, maybe? Is the expanding strip underneath it? I would think that the expanding stuff would still get the job done if it were in a fire, but that's my thought.
 
From my understanding it’s to keep water out and it will swell in a fire to keep the safe from filling up with water and turning to a steam box.

At least that’s how it is in my Liberty.
