Since it follows engine rpm my vote is the diodes in the alternator are starting to break down.

Almost forgot, whiny noise may mean you should not keep anti flipper/gouger rant starting odtrs in your trunk

Nope, I just replaced the alternator 3 days ago because it stopped working.

No it's been going on for several months. 3 days ago I got a "battery not charging" light came on and battery voltage dropped. I was able to get it home and I replaced the alternator. Noise is stiill there.

Go to radio shack and get an r.f. Choke and splice it into the power wire on your radio. It will quiet down.

Since you said its an '03 Suburban I am assuming it has the LS style motor with a coil on every cylinder. Cracked insulation/wires on any one of those coils could be the problem.
