Chances are, if she has her internet and tv from Cox, and her tv is working just fine, the trees touching service drop is not the reason for internet outage. Sounds like she just got a lazy tech that's bad at troubleshooting, or too lazy to pull new coax into the cable modem. if the drop was bad, he should have replaced it for free.

Gonna go with this too. The line from the pole to the house should be shielded, not open wire like the main power lines are and a limb touching it should have no effect. That is unless it has rubbed a hole in the cable allowing water to get in.
