I bet gun theft increased just before the buy back program,,,steal a gun and get $100 gift card,,,easy money,,,right?

Not really. On the black market ie the street even a Jennings 22 would fetch $150-$200. So if a gun is stolen it would either be kept, passed on to a fellow criminal or sold illegally for more than $100.
