Maybe the easiest way to regulate member's ads would be to just take away the option of the member deciding to have the ad open to replies or closed to replies. Just end the decision making by the member. Make every ad closed and force members to make their comments to the seller through PM. Much easier than starting an entire section of ads.

I don't understand why a closed thread bothers so many people

Kind of like spurs memories of their mommas telling them, "What are you crying about? I'll give you something to cry about!" Meaning of course, they aren't allowed to whine and cry in public.
