A fresh and non-rusted 55 gallon steel can can deflect or stop many .22LR rounds, and probably buckshot from a shotgun too. It would take a straight on hit, nearly 90 degree angle to the surface, to reliably penetrate.
That's not counting layers of plywood around the steel.

(What they're describing seems like way too much work for a shield to block baton blows or thrown objects, or punches.)
A) I've only ever seen Antifa using plastic barrel shields, not metal
B) Everyone I know carries something bigger than 22LR for self-defense
C) If they do plan on chopping up steel barrels, they're gonna have a rough time using skillsaws lol
