Got a question on the process, just ordered my arc22 from dogleg, my FFL says when they get the can from dogleg then i can start the paper work to the ATF. Is this the way it works?

Yes. Can has to first go on a Form 3, dealer to dealer transfer, and then on a Form 4 to you which is dealer to the owner or trust. They can't do a Form 4 since they dont have possession of it yet.
