It was like that when I moved in, I think the person use to keep their dog in there, that's why it's so dirty right by the door

I've scrubbed it best I can so its clean but not sparkling clean like I want

Don't make the mistake that I made once by getting get too aggressive with cleansers like Ajax or Comet. It'll cut the glaze right off the tile. There's probably some speciality cleaners that will bleach it better than the laundry stuff.
