What type bird is this

I found this guy while leaving work. I think it’s a Hawk but not positive. I’m currently waiting on animal control.

He said his supervisor rehabs birds of prey and there is another guy who is a cop that helps them out. He said it looks healthy. So they will rehab it then release it.
