Seems so. Any markings like:

SS - Seymour Smith, Standard Products
AI - Autotyre - Inland
SW - Stanley Works - Winchester
UI - Underwood (?) - Inland

are USGI... some WWII.

Looks like an M1-action installed in some funky wood stock. Rear/front sights removed. Safety on trigger guard and slide look like M1 Carbine (or some foreign knock off)
