Weird tubes in the forest

A friend and I were out in the forest today on the nearby WMA checking cams and planning climber locations, and noticed one of these tubes tied to a tree. I have no idea what it would be for, it isn't driven into the ground. If it had anything in it it seems to be empty now. We didn't mess with it too much, but this has me curious now.

I probably should have guessed that. Call it my inherent law-abiding nature, but I didn't want to assume it was for unscrupulous purposes. This WMA is butted right up next to an RLU and this tube is probably 30 yards from the dividing line.
