While replace a thicker lain white cover with an older flat one I saw this at one of the outlets. It has wood shims on the side ( probably too far from a stud) and the plastic outlet box pertrudef out noticeably from the drywall.

Is this normally acceptable by electrician and I’m just too
picky?

Someone probably needed a receptacle in that area and dropped a wire down through the walls. They make boxes for that but they didn't use one. Also, the receptacle was installed upside-down. You might want to check the polarity.
 
It’s in a built in late 90s house (no retrofitting) and all the electrical outlets are upside down in the house. Switched outlets were in stalled upside down to identify them from the normal ones from my research, but all outlets aren’t supposed to be

This was the first problem I saw when home was brand new but it doesn’t effect the door at all and I don’t feel like disassembling a wall
